With reference to my despatch How of
instant, I have the honour to invite your

attention to Sir F.Lugard's Confidential Despatch
and to state that I
concur in the opinion therein expressed that Mr.
Wodehouse is not qualified to act as Captain Super-
-intendent of Police.
Mr. Wodehouse is a hardworking conscientious
officer who makes a good Deputy Superintendent, if
I may judge from the report of the Captain Superintendent
of Police. But the latter has informed me that he
could not confidently recommend him at present for the
acting appointment of C.S.P. owing to a lack of
capacity for administrative work and a hastiness in
coming to a decision without first mastering all the
facts of a case.

I have recommended Mr.Wodehouse for the
permanent appointment of Deputy Superintendent because
I am of opinion that by his industry, the interest
he displays in his work, his
attainments in languages
and his capacity for controlling the Police under
his orders he has merited this advancement.
But
I wish it to be clearly understood that I do not
consider him fit to take command of the Force and
that I have grave doubts whether he will for many
years
